Meeting held, April 28, 2004 at Michigan State University, Turfgrass Research Center.

 

Members and alternates present: Ted Loudon, Del Mokma, Ric Falardeau, Larry Stephens, Chuck Cousino, Dan Wagner, Bryant Wilke, and Regina Young.

 

Guests present:  Mark Hansell, Oakland County Health Department (Representing Tony Drautz)   

 

Meeting called to order by Chuck Cousino, Chairman.

 

Motion by Ted, support by Del Mokma, that the minutes of the March 11, 2004 meeting be approved as distributed. 

 

 

OLD BUSINESS

 

Filter Fabric Specifications for Use Over Drainfields--- Ben is not in attendance.  After some further discussion on this subject, it was decided to wait to hear from Ben before proceeding.  A check with Ben determined that he is still waiting for some addresses of fabric manufacturers to send his letter.  TAC members are encouraged to get addresses to Ben.  Ted will begin to draft an advisory document on this subject.

 

Commercial Flow Study --- Ted discussed in some detail the preliminary information collected by a student.  A very detailed check of the raw data will be necessary in order to make some sense out of the data.  Work will continue on this effort.

 

Residential Flow Study --- Larry just received the electronic version of this flow study, and will send it to Ben for posting on the MOWRA website.  With regard to the work Larry is doing on the application of this information to clusters of homes of various sizes, he is having a difficult time finding anyone that has flow data from individual homes for individual days.  T.A.C. members are encouraged to feed any individual flow records, or ways to obtain them, to Larry for use in this effort.

 

Site Compaction Advisory --- Ted and Del passed out and the T.A.C. reviewed the final draft of the advisory document on soil compaction.  Motion by Del, support by Dan Wagner, to adopt this document and approve it for distribution.  Motion carried.  Ted or Del will send Larry the electronic version of this document and Larry will send it to Ben for posting on the MOWRA website.  Signs are available for purchase through the Training Center.

 

Link to Wisconsin Website on Product Approvals --- Larry will ask Ben to put a link to the Wisconsin website on the MOWRA website for those that want to access that information.

 

Michigan Concrete Tank Association --- Dan Wagner reported that the effort to establish standards for tank manufacturing in Michigan is struggling with only a handful of people involved at this point.  It seems we have a major effort ahead of us to convince the industry that the status quo is no longer acceptable.  We must make a commitment to have watertight tanks.

 

Training Center --- Ted discussed further the need for updating the hands-on exhibits at the Training Center. 

 

Statewide Code --- Ric, Ted, Chuck and Larry - Those involved on the Statewide Code Taskgroup reported on the results of the first round of meetings of the Taskgroup.  At this point, DEQ staff is now writing a white paper to summarize the results of the Taskgroup discussions.  This is expected to lead to the draft of some enabling legislation to start the code development process.

 

Revision of Guidance Document for Cluster Systems --- This document was made obsolete by the recent Court of Appeals decision, and has been removed from the MOWRA website.  DEQ has had some internal meetings on this subject, but has not come to any decision in the matter.

 

NEW BUSINESS

 

Community Wastewater Treatment Systems --- Regina – Local Health Departments and others need some type of written guidance with regard to the process and requirements for the development of community systems.  Ric will investigate.
