Call to Order

 

Meeting held 9:50 a.m. on May 17, 2007 Michigan State University, Agronomy Farm.

 

Members & alternates present: Chuck Cousino, William Danly, Tony Drautz, Ric Falardeau, Larry Johnson, Ted Loudon, Del Mokma, Dan Wagner & Regina Young.

 

Review of agenda. Approved.

 

Meeting Minutes Reviewed. Moved by Ted Loudon and support by Bill Danly to approve the minutes. Approved unanimously.

 

OLD BUSINESS

 

OWAP document- Ted’s draft of 4-18-07 reviewed, revised and approved. Regina will email the document (in pdf format) to each TAC member. Each member will ask their affiliate to review the document prior to release of the publication. Each affiliate member is to send an email to Chuck identifying review and support. Goal is to have all reviews completed and ready for review by the next TAC meeting.

 

Website Postings- Ben reported to Chuck that the web has a document now posted with the fabric supplier’s names. The old fabric document with three addresses needs to be replaced and have the fabric document prior to the list and as two separate links. Regina will send the current members list to Ben for posting as well as the fabric document.

 

Commercial Flow Study --- No report.

 

Training Center Update --- Soils training class was canceled. The Evaluators class is well-attended and represented individuals throughout upper and lower Michigan. The SMEHA will be meeting at the training center in June. Ted reported that updates are needed at MOWTEC. Manpower is needed to complete the list of tasks. Ted may put out a request to the TAC members/affiliates to assemble a workgroup.

 

MDEQ Community Systems --- Ric reported that MDEQ staff are working on a guidance document to outline the authorities (who does what) and the processes of permitting and review of community systems. The 10 State’s Standards group has a on-site wastewater standard. It is not well known. The issues surrounding community systems are not unique to Michigan. Discussion on the status of community systems.

 

MDEQ Fee Bills—Legislation is drafted which would call for state fees associated with on-site wastewater systems. Part of the fee package would be the beginnings of a Part 50 under NREPA, PA 451.

 

Grab Samples--- Del passed out a draft copy. Del will forward electronic version via email so that it can be reviewed prior to the next meeting. An in depth discussion of the draft will be conducted at the next meeting.

  

NEW BUSINESS

 

Discussion Item: Washtenaw County has a proposed “Privately Owned Community Septic System Regulation”. The purpose of the Washtenaw County Health Department proposed regulation is to establish a process and further define the regulations for the development of a privately owned community system.

 

Next Meeting: July 11, 2007 (LATER CHANGED TO July 24, 2007) at the Agronomy Farm at 9:45 a.m. in the room.
